RTC Bargaining team nominations and elections procedure

Careful and serious consideration should be given before any member considers nominating someone or serving on the bargaining team.

Below is the description of the role of WFSE Bargaining Teams and individual Bargaining Team Members in the negotiations process:

  • The Bargaining team will develop the initial bargaining proposal to be presented to the employer, and then negotiate with RTC.  The bargaining team approves final contract language for membership ratification or recommends rejection of the tentative agreement or final employer offer.  The bargaining team at the table has the power to alter, modify, change, or concede on all issues to obtain the best possible language, and reach a tentative agreement, or declares that the team has reached an impasse.  The bargaining team has the power to refer specific issues to supplemental committees.
  • Bargaining team members are to be accountable, be committed to the process, be open-minded and realistic, be available, and to identify experts or specialists in specific subject matters. The bargaining team members will be responsible for direct communications with members in the worksites regarding the progress of negotiations.  Bargaining team members will be responsible for communicating with assigned groups of employees.  Bargaining team members will work with Council field staff in scheduling meetings and will be accountable for content, update, and mobilization, as determined by the bargaining team.  Bargaining team members are expected to spend additional time educating the membership when they are not at the bargaining table.  Being a bargaining team member means spending a lot of time over many months (sometimes late into the evening) negotiating, researching, and communicating.  Careful and serious consideration should be given to these responsibilities before any member considers serving on the bargaining team.

Bargaining Team elections will be held on Tuesday, November 5, 2013 from 10:30 AM – 1:30 PM at RTC locations:

  • Renton Technical College, 10:30-12:00 in Room H102
  • Renton Technical College, 12:00-1:30 in Room C111

Bring identification with you when you come to vote.


  • October 16th – Nominations due by 5:00 p.m. to WFSE HQ
  • November 5th – Elections will be held on site at RTC (see above)
  • November 30th – Contract Proposals due by 5:00 p.m. to WFSE HQ


Elections for the Renton Technical College (RTC) bargaining team will be held on site in accordance with the following procedure:

  1. Those eligible for nomination will be members in good standing and currently employed in the RTC bargaining unit/s.
  2. Nominations will be accepted from any WFSE member eligible for nomination. Eligible WFSE members may nominate themselves or another eligible WFSE member.
  3. Call for nominations will be mailed to all eligible members no later than September 27, 2013.
  4. Nomination forms must be filled in completely and must include the nominator and nominee names, work location and contact phone numbers. Nominations received without the required information will not be accepted.
  5. Information on the nomination form must be legible.
  6. Nomination forms must be received by mail at Council 28 Headquarters no later than 5:00 pm on October 16, 2013.
  7. An attempt will be made to contact each nominee (unless self nominated) to give him/her the opportunity to decline the nomination.  If the nominee cannot be reached or does not respond, his/her name will be placed on the ballot.  If the nominee declines the nomination, his/her name will not be placed on the ballot.
  8. Nominees may provide factual information not to exceed 75 words regarding themselves for use during the election process. This information must be received at WFSE Headquarters no later than 5:00 pm October 23, 2013.
  9. Those eligible to vote will be the same as those eligible to be nominated. In accordance with the WFSE Bargaining Structure, there will be five (5) bargaining team members representing RTC.
  10. Elections will be held on site at Renton Technical College on November 5, 2013 from 10:30 AM – 1:30 PM. Ballots will include voting instructions and names of eligible nominees, in alphabetical order and will be available on site to all members eligible to vote. Included with the ballots will be factual information on each nominee, if provided by the nominee.  Also included will be a privacy envelope for the ballot.
  11. The election of bargaining team members shall be determined by the highest number of votes cast per nominee and shall not require a majority of the votes cast. Ties will be decided by run off. Alternates shall be ranked by the number of votes cast per nominee in the election.
  12. If there are equal to or fewer nominees than team positions then no balloting will be required, and the nominees will be declared elected by acclamation.
  13. Ballots will be counted on site by the election committee immediately following the close of voting hours.
  14. All ballots will be in two envelopes so each person voting can be verified during the count and any invalid ballots can be easily identified while maintaining confidentiality of the ballots. The outside envelope must bear the voters full name and address.
  15. Individuals elected without run off will be notified in writing no later than November 13, 2013. The results of the elections will be published in the WFSE newspaper and on the WFSE website.  Results will be available for inquiry at Council 28 Headquarters.
  16. Any candidate whose name is to appear on the ballot may have an official observer present of her/his own choosing (who must be a member of the WFSE) in the location ballots bearing her/his name are to be counted.  The candidate shall notify Council 28 Headquarters of his or her choice of observer no later than November 1, 2013.
  17. Any protest concerning the conduct of the election must be received, in writing, at Council 28 Headquarters addressed to the Council 28 Elections Committee by 5:00 pm November 15, 2013.
